On January 6, 2026, the Ministry of Commerce of China announced the strengthening of export controls on dual-use items to Japan. The specific statement is as follows:
In accordance with the provisions of relevant laws and regulations including the Export Control Law of the People's Republic of China, and to safeguard national security and interests and fulfill international non-proliferation obligations, it is decided to strengthen export controls over dual-use items to Japan. Relevant matters are hereby announced as follows:
The export of all dual-use items to Japanese military end-users, for military end-uses, and for any other end-uses that may contribute to the enhancement of Japan's military capabilities is prohibited.
Any organizations or individuals from any country or region who transfer or supply relevant dual-use items originating from the People's Republic of China to organizations or individuals in Japan in violation of the above provisions shall be held legally accountable in accordance with the law.
This Announcement shall come into effect on the date of its publication.

6. The conversion from UF4 to metallic uranium can be achieved by using magnesium (in large quantities) or calcium (in small quantities) to reduce UF4. The reduction reaction typically occurs at temperatures above the melting point of uranium (1130°C).
7. Magnesium (which falls under dual-use items for both military and civilian purposes and is subject to export control management) can be used in the manufacture of drugs: HS CODE 8104110000, 8104300010, 8104300090, 8104901010.
